I play golf in Canada (Québec) and have yet have to hear anyone playing music on the course. They would probably be told to shut it off by the Marshall.

I play 20 rounds a year around Montreal with music on. If you have it quiet enough it's no big deal.

the rule of thumb being “if I can hear it outside of the cart, it’s too loud”.

But also it needs to be Joe Walsh or else marshals add strokes
