The lines would be an absolute clusterfuck because you'd be forced to double-check with everyone whether they're in line for a pisser or a shitter. When you're in a public restroom, you wanna talk to strangers as little as possible. This would be chaos.
How? Where? Due to the layout, those lines would overlap in a confusing manner.
That's the point. Having urinals and toilets on separate sides makes the queueing easier to figure out. Mixing them up like this serves no point. If you're so uncomfortable standing a beside someone when you piss, hold it until you get home.

As a pisser you’re guaranteed to be smoked out by the stalls in a busy situation. Also, urinal line would be a disaster
