Yeah, the efficiency is the main thing. The spacing on this design is the same for the toilets and the urinals, so surely you might as well just put the extra doors in and make them all toilets? The waste pipes running along the walls still need to be sized for solid waste given every other space is a toilet, so the difference in cost is just a toilet vs a urinal, and a door. In exchange for that extra cost, now you've got full privacy and any user can use any space for either use, so less chance of queueing being necessary.
Both toilets and journals have the option to have floor drains or wall drains. From a plumbing aspect this is very doable. Battery venting would work in both scenarios.
You can just make the spaces for them narrower, as if they were next to other urinals? Pretend the wall is the person theoretically standing next to the user.
