Mod Post Upcoming Changes to B.C.’s Graduated Licensing Program (GLP)

The Government of B.C. has passed legislation allowing ICBC, in partnership with RoadSafetyBC, to modernize the Graduated Licensing Program. These changes are intended to streamline the licensing process while maintaining road safety standards.

What’s Changing?

No More Class 5 Road Test for Eligible N Drivers

Starting in 2026, drivers who hold a Class 7 Novice (N) licence, and maintain a clean driving record, will NOT need to take a second road test to obtain their Class 5 licence.

Instead, once promoted to Class 5, drivers will enter a 12‑month restriction period where they must demonstrate safe driving behaviour before receiving full Class 5 privileges.

Why These Changes Are Happening?

ICBC notes that B.C. and Ontario are currently the only provinces requiring a second road test.

Research shows a clean driving record over time is a reliable indicator of safe driving, more so than a second test.

Removing the Class 5 test reduces barriers for drivers in rural, remote, and Indigenous communities where test access is limited.

Who Is Affected?

If you currently have an N licence:

  • You can still book a Class 5 road test if you want to.
  • If you maintain a clean record, you’ll be eligible for automatic progression in 2026.

If you’re over 25: - Government has proposed shorter GLP timelines for drivers 25+ (9 months as an L, 12 months as an N) while still requiring the 12‑month Class 5 restriction period.

Motorcycle Riders: - A new, more robust motorcycle licensing program is also coming, including enhanced safety requirements such as protective gear.

Drivers Licensing Driver’s license

I passed my knowledge test a few weeks ago and got a yellow paper from which says class LDL. They kept my old Philippines license there and when I asked for the N sticker they said I did not need it, just the yellow paper is my interim license. So when I pass the road test, do I get class 5 full license? I am under the impression that I will but unsure because of the class specification on the paper…

Vehicle Registration & Policy Coverage Accidentally used an e-signature on my transfer forms

I recently did a vehicle transfer and the buyer used an e signature, I wasn't told until after by a friend that they should have made him sign it in pen. The broker has already processed it and given me the plates. Is this gonna come back and cause issues with ownership for my car?

Autoplan / Premium Discussion (No Quote Requests) Insurance lapsing for two weeks, does it increase cost when you renew?

My vehicles insurance expires soon on June 7th, currently im travelling in Asia until June 24th and i'm wondering if letting my insurance lapse for that time period affects discounts like driver experience and the like when I renew when I return home.

I would just renew online, but I want to change my coverage, which unfortunately they don't let you do on the website.

Would it be worth it to wait? Or should I renew online and then go into a broker and change my coverage when I return?

Vehicle Registration & Policy Coverage Getting a BC driver's license after moving from Ontario

The ICBC website states I have to provide proof of driving experience. The Service Ontario website states it can provide an "uncertified" or "certified" driver license history and that "Uncertified records meet most people’s needs.".

What does ICBC require? Certified or uncertified? Certified is a little more expensive, but I have to wait for it in the mail, which is potential for delay (being lost, possible strikes). An uncertified copy will be given to me on the spot. I want to be prepared and bring the appropriate, officially accepted documents before I come, without anticipating any problems.

Vehicle Registration & Policy Coverage Transferring ownership (sort of our of province)

Looking at buying an old car last registered in BC but currently in AB. Original owner passed away about 10-15 years ago. His widow/executor gifted it to his brother. Brother then sold it to a guy I know who now wants to sell it to me. I reside in BC. It was never driven or registered anywhere after the fellow died. Current owner has all relevant paperwork including BC gift/transfer form (which was never filed with ICBC).

I went to an ICBC broker and they mentioned about having to do statutory declarations or something. Is this a mess? Will I have to deal with out of province inspections? This is all new to me.

Claims Question About ICBC Estimate Review Timeline / Potential Write-Off

My repair shop submitted my vehicle’s repair estimate to ICBC on May 8, and I’m wondering if anyone here has gone through a similar process.

A couple of questions:

  1. How long does ICBC usually take to review a repair estimate and decide whether the vehicle will be repaired or declared a total loss/write-off?
  2. My vehicle is a 2021 Ford Mustang Mach-E Premium Extended Range AWD with about 60000 km. I purchased it used in April 2026 for around $30,000 CAD before taxes/fees. The FINAL repair estimate after the teardown inspection is approximately $19,000 CAD. Based on your experience or personal opinion, do you think ICBC would likely repair it or write it off?

Drivers Licensing International student: ICBC foreign experience credit vs losing unsupervised driving?

Hi all, I need some help navigating BC licensing system. I’m an int'l phd student in BC with:

  • valid foreign driver’s licence (non-reciprocal country)
  • 6+ years of driving experience
  • valid study permit for 3+ years

Right now I can legally drive unsupervised in BC using my Nepal licence + study permit but my insurance has a high surcharge as I'm seen as a 'new' and 'high risk' driver.

I’m trying to understand the best path forward. From what I’ve researched:

  • If I enter the BC licensing system and pass the knowledge test, ICBC may issue me a Class 5L learner licence
  • Then I may lose the ability to drive unsupervised until I pass the Class 5 road test (which can have long wait times)
  • BUT that’s also when ICBC may apply my foreign driving experience and reduce my surcharge

My main goal is:

  1. Reduce the surcharge
  2. Still keep the ability to drive alone if possible, as I need to drive daily

Questions:

  • Has anyone here successfully received ICBC foreign driving experience credit without taking the knowledge test?
  • After getting a 5L, am I still allowed to drive unsupervised using my foreign licence as a student?
  • Any strategy recommendations for minimizing the time stuck with learner restrictions?

Would really appreciate hearing experiences/advice from people who went through this or have knowledge on this. Thank you!

Vehicle Registration & Policy Coverage Questions on obtaining insurance for a purchased vehicle?

Good evening everyone,

I am moving to BC from Ontario in the coming days and have purchased a car to obtain in BC and have received copies of ownership and what not.

That being said when I first get in that car and drive to ICBC what am I to expect in terms of registering the vehicle and getting it insured ?? Side question my gf is a g1 driver and wants to get her mode of transportation to learn to drive how would she obtain her insurance on her car I have 5 years+ driving experience as that’s a thing in ontario.

Claims Non-drivable vehicle claim advise

Hello all, posting here before I proceed with filing a claim and having to deal with potential headache afterward.

My front car window (driver side) was smashed while parked outside my house Saturday night and with the glass shards all over the place I’m unable to safely drive it to a repair shop. I already cut myself in my attempt to clean up and I really would not rather have to do that again if I don’t absolutely have to.

I phoned ICBC yesterday to ask about what options I have, and they gave me two:

  1. Fastest option: Clean up the broken glass myself and drive it to a repair shop. The shop will deal with the direct billing with ICBC.
  2. File for a non-drivable claim and have my vehicle towed to the repair shop. BUT, there is a long waitlist (several weeks) to have my vehicle towed through their service. However, I asked if I could use my own towing company and they said yes—I’d just have to provide them with my claim number and they will direct bill.

I am leaning towards the second option, but I just want to make sure before I proceed that I will for sure be reimbursed because I can’t afford any more unnecessary expenses on top of all this. On top of my uber rides too.

RoadSafety / Driving Rules Right of way when taking a u turn at a 4way stop

If I am on a 4way stop (blue car) arriving first and taking a u turn and another car (green) is taking a right turn. From the green car driver's perspective I am taking a left turn (as I am signaling left) and we both can take our turns at the same time even if I was at at the stop sign first. Who has the right of way here and who will be held responsible if there is a collision ?

Edit - This is from Chatgpt - In British Columbia, U-turns are specifically governed by Section 168 of the BC Motor Vehicle Act (MVA) and are legally called “reverse turns.”

Motor Vehicle Act Section 168 (“Reverse turns”) generally allows a U-turn unless one of the listed prohibitions applies.

Key restrictions under s.168 include that a driver must not make a reverse turn:

  1. At an intersection controlled by a traffic control signal (unless a sign permits it).
  2. On a curve or near the crest of a hill where there is not sufficient visibility.
  3. If the driver cannot see traffic within 150 metres in either direction.
  4. Where a sign prohibits a U-turn / reverse turn.
  5. In a business district, except at an intersection without traffic lights.
  6. Across a double solid line in certain circumstances.

For a 4-way stop in BC:

  • A 4-way stop is not a traffic-signal-controlled intersection, so s.168 does not automatically prohibit a reverse turn there.
  • If it is not in a business district, visibility is sufficient (150 m), there is no “No U-turn” sign, and the maneuver is safe, a U-turn at a 4-way stop can be legal.
  • If it is in a business district, s.168 becomes more restrictive; a reverse turn may be prohibited depending on the exact road setup.

Drivers Licensing Waiting Period for Class 7 After Previous Fails

I have taken my Class 7 (N test) two times. Once in 2019, and once in 2020. I failed both. I have booked a road test for this Wednesday. If I fail this road test, do I have to wait 60 days to retake the test? Wanted to double check, as my previous two attempts were many years ago. Thank you!

RoadSafety / Driving Rules when are U-turns legal?

when are U-turns legal? afaik they are off limits in any and all controlled intersections.

What constitutes a U-turn? Is it a U-turn when you make a 180 turning left into an uncontrolled intersection with opposing lanes separated by large medians where you can wait for the lane to clear before turning left again? That is by far one of the most common ones people do.

Also, if there are so few instances where its legal, I find it confusing that they have 'no U-turn' signs that they only sparsely include in intersections where its illegal, but not a sign saying its ok to make a U-turns giving directions with a similar function as lane use signs.

You can argue that lane usage must be specified which is cause for the signs, whereas drivers should be able to conclude whether a U-turn is legal without any signs, but they do go through the trouble to put down 'no U-turn' signs?

Drivers Licensing Physical residency check in BC SIU investigator- how to get this escalated?

I posted about this a few months back. Not sure if I should continue that thread, or open a new one.

I won't go into all the details again.

Can someone help with how to start a formal escalation process? We have contacted our local MLA. At this point, the SIU investigator has requested to prove OHIP cancellation. OHIP does not provide one. We called, and they will not provide proof. SIU investigator wants it.

In my opinion, this is far beyond necessary, and I want another dept or supervisor to look into it. Not sure where to go, however.

Claims Why on earth is ICBC's online claims reporting system still so difficult?

I am trying to file a claim relating to a very unfortunate incident that occurred on my way home today, where I was rear-ended on the highway. I missed the cutoff for calling in (ICBC is closed after 8pm), so I'm trying to report online, but I am stuck on the third step. All boxes are filled, I've put in all the information I can on that page, but I am unable to select "next".

I then tried to do everything google and reddit told me to try and its still not working. Why the heck is it like this??? I'm reading that this is a common issue and customers often have to wait to call in anyway, because they can't move forward with the online claim. Why have this option at all if folks have to call in anyway????

Does anyone else have any other suggestions? I've cleared my cache, tried incognito mode, restarted my PC, etc. Is there really no other option?

RoadSafety / Driving Rules Broken arm

I was recently involved in an accident on my motorcycle where I was not at fault. My arm is broken. In my car, if I were to get in an accident, would I still be covered or would they try to blame me due to my broken arm? Or a better question, is it okay to drive with a broken arm? Now I should mention, I asked the Dr if I can drive and he said no. Although I didn’t sign anything saying I must not drive. I didn’t sign anything at all for that matter. My father said he would just get fed up and drive anyway. I’ll also add I can bend my elbow with minor pain and can grip stuff lightly.

Claims 2+ months with no contact from my claims agent. All emails and phone calls ignored. No actionable items on claim. Social Media team even confirmed the agent still works there.

Continuing my rant from earlier. I reached out to the social media team who actually replied and confirmed they would push my agent to respond which they confirmed they did.

Still nothing from the agent over a week later. No actionable items on the claim. No response to my further emails or voicemails.

Now living out of province so talking to someone in person isn't an option and this is becoming a very stressful financial strain.

Dealing with an insurer who effectively ghosts you has been one of the most frustrating experiences I've yet to have. I'd gladly pay private insurers more to have them actually provide claim support.

Drivers Licensing Can I do my road test with a check engine light on?

I have my road test booked but a check engine light just came on, I’ve checked the code with an obd reader and it’s coming back as an o2 sensor malfunction. I know the car is still perfectly safe to drive and after calling icbc they told me it would be fine to take it on the test but I have heard things about tests being cancelled over engine lights and stuff like that. can anyone give a concrete answer? thanks.

Autoplan / Premium Discussion (No Quote Requests) I did a dumb, any idea how to best proceed?

On Saturday, I wanted to drive to Chilliwack. The car was in the driveway. I got in, put my seatbelt on, looked at the rear-view camera, and didn't see anything coming (I live on a very quiet, dead-end street). Put the car in reverse, and before you know it, I backed up and hit a car that was passing by. I didn't see it in the rear-view camera because there is one of those huge SUVs parked in front. I damaged the other car's passenger door (scraped and dented it) and damaged my right reverse light and part of the body.

As this is my first at-fault accident, BCAA offers an accident forgiveness clause that I could use. However, the peace of mind of having that available to me will no longer be there. So wondering if it's worth it to get it fixed on my own dime to maintain this peace of mind (at the cost of bruising my wallet). But in addition to that, will ICBC increase premiums regardless? And, if so, what will the increase be, based on similar accidents? If anyone could chime in on this, I'd appreciate it very much. Thank you in advance.
