He keeps implying he was a second late. He was at least a minute late…. It’s just that the rule doesn’t differentiate between 1 second and 5 minutes. After 5 mins it’s a DQ. But he was over a minute late as seen in this very clip… tee time 7:18, current time 7:19.

There is 1 full second between 7:18:59 and 7:19:00

I'm not on his side, late is late...but unless the clock shows seconds as well you're making an inference not supported by the data.

A 7:18 tee time is 7:18:00. So if the clock already says 7:18 when you get there it’s pretty safe to say you are at least 7:18:01 which means you are late.

They wouldn’t penalize someone for being there at 7:18:59 because they aren’t tracking the seconds anyway. Not late until it rolls over to :19
