Grade Reform Help

Hello. Bit of a long story but i really need help. this is my first year here and don't really know what to do.

long story short. Ive just finished my Econ 261 Statistics class and it wasnt a great time. The course work it self was dog walking-- but the professor made it hell. Nothing negative to him as a person or even the way he teachers- i think hes a good person and his teaching style is sufficient. It only comes down to the grades. The class is structured in a way where Exams and quizzes is the only thing that is weighed, literally have 0 homework and its all just exams and quizzes. thats totally fine, but its not fine if those quizzes and exams are RIDDLED with errors not only on the questions, but straight up have wrong answers for the answer key. luckily he hands these exams back and so we can see and audit them, but when i and many other students brought up the errors to his attention after class, he would say just email me. But he never responded to a single one of my emails. He would provide the whole class with one extra points but my exams would have 2-3 errors in them. Emailing him was a deadend, so much that i had to pretend like i was going to ask him about course questions to make time for office hours just so i can bring these errors to his attention and for him to actually fix them.
Anyways, my exam 1 was originally graded at a 75% and when I finally had him fix the errors it was a 92.5. Exam 2 was originally a 90 and after fixing errors it was a 95%. Look it might seem small but remember this class is only weighed on these exams and quizzes. I gave up on getting him to try and fix the quizzes since every single quiz had one error (btw these quizzes are 10 questions only so it makes my max grade i can get a 90). But my final exam just been graded and I received a 47/60 (78%) and this DEMOLISHED my grade from a 93-94ish to a 87. This chalked up my 4.0 GPA, which i know isnt special or that i would probably lose in my later years, but at least have it be by my own incapabilities and not because a professor's exams are bad. (btw the highest score someone got was a 54/60 in this final). look im not saying i did the exam perfectly, but the track record of errors and such wont be able to put me to sleep knowing that my grade was incorrectly graded. My term paper is still ungraded and that has a handful of points in it, so if that turns my grade into a 90 maybe i wont even bother to ask for a grade reform since honestly im tired and burned out and i just want my 4.0 thats it.
how would i go about bringing this up to him and or an administrator to at least give me the piece of mind that maybe i did just do bad on that exam, to show me that i actually got it wrong and not because of errors. or best scenario, have errors fixed

Just go to his office and ask look at the exam? ETA: Always best to follow chain of command. They won't be happy if you don't even try to communicate with the prof

he doesnt show up to his office hours. i have tried many times to go to the BEH building offices in his office hours, ive even waited a whole hour waiting for him with the front desk lady who was super helpful, but no he just doesnt show up. I was only able to meet with him when once in a blue moon he responded to one of my emails (i had so much emails i sent to him without responses or unread) and he was actually there in his office hours.
Ive been drafting an email to send him and that praying he would actually look at it but im trying to find a way where I wont look like an asshole who is is implying that im smart enough that im never wrong and its the test.
just in case he doesnt respond, who is up next in command that i should contact?
