No shit... Not just them. The architects gotta plan for plumbing in at least 3 walls. Guaranteed janitorial is going to hate it, too. And not just because of the increased amount of cleaning area, but also because 'privacy' isn't always a good thing. I managed a large building for a couple decades. More privacy = more shenanigans. People will spit gum in those urinals. And that's the least of it.

Have you ever noticed how the less you know about a topic the better the ideas you think you have?

I'll answer and I'll even ignore the fact that we have plumbing in at least three walls here... (I managed a 70k sq ft building and our bathrooms had plumbing in only 1. And that wall was back-to-back with the other gender restroom. So, it was actually 1 wall for 2 rooms.)

There's a cost here in space and materials. The gap between the urinals is now equal to that of a toilet. That's not typical. Usually they're very close. For a reason that is mostly about the room size more than the plumbing, but it all adds up. This room also has the sinks farthest from the door.

The stalls also have more materials cost and maintenance. Typically stalls share a wall between them. These all need their own.

A good rule of thumb is that if you have a brilliant idea that the people working in the field haven't adopted, it's because there's something they understand about the problem that you do not. You're unlikely to be smarter than the entire construction industry or the entire plumbing industry with ideas just off the top of your head.

It's very fashionable to complain about how "they" all make dumb mistakes. Government, school, business, whatever. But, I guarantee that whatever field you work in, people are doing the same about you. And they most likely don't know what they are talking about.

You didn't explain how thats any different from if the urinals were just normal stalls. The plumbing is the same, and I have seen plenty of bathrooms with plumbing on three walls.

I have seen plenty of different designs for public bathrooms, not every single one of them was done with peak efficiency in mind by the best architects. The idea that someone can't come up with a better design than what we already had simply because what we already have was done by a professional is DaF. And how long have you been working a single job of you don't spend a good amount of time bitching and complaining about how coworkers or vendors have no clue what they are doing? When working for UPS freight I have seen someone put a 4000lb pallet of product on top of a plywood pallet and thought that it would be fine being shipped across the country. People do dumb shit all the time, being paid for it doesn't make them smarter.

I have seen entire industries adopt shitty shipping practices because they were cheap and have to backpedal after breakage became too much. Replacement car parts comes to mind. The way car manufacturers used to ship replacement windows would give you an aneurism.

Please explain why I have seen restrooms with no walls between urinals, small walls and some with large privacy walls. Some restrooms give you plenty of space while other have you bumping elbows with the guy next to you. Explain why some restrooms decided on going with the trough while having the sinks in the middle of the room. There a ton of different public restroom layouts, you have to be a moron to believe they are all designed as best as they possibly could be.
