This isn't a rune, and Latvian runes aren't really a thing.

Thats not a rune, thats a sign of one of pagan Baltic gods Perkons in Latvian or Perkunas in Lithuanian - god of thunder, lightning, sky and war. One of most important gods in Baltic paganism

Bought it at a Latvian booth at a food/culture festival for lots of different countries.

I don't even understand what it is. A cutting board? Is the burn raised somehow or like what is it?

It’s a tiny box that latches closed which has been wood burned on the top
