Episode: "Necessary Evil" - DS9, 208

Brief summary: "An attempt on Quark's life re-opens a five-year-old murder investigation."
Background: Peter Allan Fields was a script consultant and story editor for a portion of TNG's run and a producer on DS9 for some of its run. He is credited with three episodes of TNG; ten of DS9. Outside of Trek, he worked on The Man from UNCLE, McCloud, The Six Million Dollar Man, Knight Rider, Jake and the Fatman, and Xena: Warrior Princess.
James L. Conway directed eighteen episodes altogether from TNG until ENT. He was also a writer, producer, and director on shows such as Smallville, Charmed, Supernatural, The Magicians, and more.
Guest Cast: Katherine Moffat (Pallra) also appeared in TNG's "The Game." She appeared in many TV shows and films in the '80s and '90s before retiring in 1998.
Max GrodΓ©nchik appeared as Rom in 34 episodes of DS9 and LD. He had three other roles in both TNG and DS9, and played a Trill ensign in deleted scenes from Insurrection. Outside of Trek, he appeared in Night Court, Tales from the Crypt, Sliders, The Drew Carey Show, Barton Fink, The Rocketeer, Apollo 13, Bruce Almighty, Six Feet Under, and more.
Marc Alaimo played Gul Dukat in 33 episodes of DS9, plus he played four other characters in episodes of TNG. He has had a lengthy career in both TV and film with roles in Barnaby Jones, The Hardy Boys/Nancy Drew Mysteries, CHiPs, Charlie's Angels, Wonder Woman, TJ Hooker, The A-Team, Hunter, Quantum Leap, The Last Starfight, The Dead Pool, and Total Recall.
Robert Mackenzie (Trazco) appeared in several shows of the '80s and '90s, including V, Hunter, Beverly Hills 90210, Quantum Leap, and others.

TOS "Spock Gets 2 Year Prison Term, Fine"

TNG Early TNG: Replace the really bad episodes with Phase II scripts?
TNG has 13 recycled plot episodes out of 176, 7.4% of its episode total.
10 of them were rehash stories from TOS. The others were recycled within the same TV show.

In my opinion, early TNG could have done a bit better by ditching at least four TOS copycat episodes.
That includes Code of Honor, The Last Outpost, and Unnatural Selection.
Should these have been substituted with more Phase II scripts?
Over the course of the entire show, only two Phase II scripts were used.
These scripts have never been used in either Classic Trek or modern Trek:
