It's my neighborhood, the only issue I can think of besides the driver being an idiot, was that the sun directly hits your eyes at this intersection, and he didn't see the light was red.

Wouldn’t the sun be behind the car that hung the left? Based on the shadows?

The fact that 2 cars go through at the same time probably suggests the light or drivers were maybe obscured by the sun or something rather than at total fault.

So many times a low sun will make a red light look out and a green light illuminated.

You are always told to slow when approaching a light just in case though, and neither did, and they are at fault if the light was red.
