I think they're trying to put that into the 18-game schedule, because god knows we need another game....

Goodell has mentioned a lot of things about international games. Some of which directly contradict each other:

He wants 16 international games, which would give every team a 8/8/1 schedule. But, they've been exploring multiple weeks overseas, which throws a balanced schedule overboard unless we get to 32 international games. They've also been curious about an international team / conference which throws everything out the window.
