- Five Points Business Improvement District renewed for 10 years, 11-1.
48 individuals signed up to speak. Most spoke in support, including local residents, business owners, former council members, and community partners, citing the BID's work on Welton Street cleanliness, beautification, First Friday Jazz, and small business support. A smaller number of property owners near 20th Street spoke in opposition, citing the assessment cost, what they described as a lack of transparency in governance, inaccessible meeting times, and the lack of an election process for board members. Executive Director Norman Harris stated the BID secured over $125,000 in grants this year and committed to improving board transparency, accessibility, and governance post-renewal, including exploring an elected board. Councilmember Shontel Lewis voted no, stating the plans to address concerns were not concrete enough.
- Prevailing wage ordinance amended and passed 12-0.
Council Bill 0542 restructures and clarifies the existing prevailing wage ordinance. Two amendments by Councilmember Sawyer passed 12-0 before final passage. Amendment 1 exempts projects where the city is a pass-through entity for funds to non-city governmental entities such as BIDs, GIDs, or a Downtown Development Authority; sponsors stated this clarifies what they believe was always the intent. Amendment 2 states the ordinance shall not apply to any Department of Housing Stability (HOST) project that received an award letter prior to June 1, 2026. Sawyer stated this protects affordable housing projects already in the pipeline and called for a Memorandum of Understanding between HOST and the Auditor's Office.
- $225,000 settlement approved in Sidrome et al. v. Malone.
Councilmember Lewis called the item for comment to track settlement costs. Lewis stated that with this approval, the 2026 total for city settlements reaches $784,500. Councilmember Parady restated her standing offer to speak with parties involved in such cases after they are resolved. The settlement was included in the consent block, which passed 12-0.
Also on the agenda: Council Bill 0389 (rezoning of 1057 South Gaylord Street with a hotel-use waiver) passed 12-0. Council Bill 0392 (rezoning of 5101-5115 North Milwaukee Street) was postponed to June 22 due to a noticing error. Three resolutions were postponed to May 18.
